Actual: “Establishment and development of local volunteer services in BiH”
The youth communication centre from Banja Luka in cooperation with SUMERO is conducting a project «Development Of Local Volunteering Services In BiH».
The project is being implemented in 2008, with plans for self-sustainability soon after. Besides Sarajevo, this project is being implemented in local communities of Tuzla, Livno and Srebrenica.
The main goal of this project is the local community development and social sector through the effective mobilization of the local volunteers and increased citizen participation.

Specific aims of the project are:
- Increased awareness and understanding by the local communities and organizations (GO and NGO) about voluntarism as a contribution to the social development;
- Effective mechanisms for engaging volunteers;
- Effective use of volunteers in the sector of social care and welfare.
The vision of the project is recognized and valued participation from the community at the local, state and regional level as well as development of the effective local volunteer services that will support further development of the project and organization.
The mission of the project is to support the local community through the effective mobilization of the volunteers from the local, state and regional level to increase citizen participation.
Project was financially supported by International Center Olof Palme from Sweden and Volunteering Services Oversees (VSO) from Great Britain.
The Local Volunteering Service in Sarajevo has about 135 volunteers who are, according to their preferences working with different institutions, citizen associations and centers for accommodation of people with disabilities.
Voluntary Meetings and education of volunteers about sessions for intellectual disabilities.
One of the projects aimed at young people is «Education of volunteers about mental retardation and ways of providing efficient support to people with intellectual disability ».
These lectures that are undertaken in high schools to educate young people about intellectual disability and the issues as well as the promotion of principles and inclusion of anti discriminatory practice. It also looks too promote and develop voluntary work and create a desire in young people to be helpful members in their society. Within this project, volunteers visited centers for education and rehabilitation of children with intellectual disabilities where thy spent some quality time playing with children.

The structure of “Sumero” volunteers:
The league of associations for helping persons with mental retardation in Federation of Bosnia and Herzegovina, “Sumero” includes volunteers in its work, supports and develops a program for volunteers’ work as one of the integral parts of the strategic plan of the “Sumero” association towards organizational development and building of human resources and realization of all planed activities.
Every citizen of Bosnia and Herzegovina can be a volunteer, regardless his age, sex, religion, race or nationality, as long as he fills a query and accepts program and structural documents of the “Sumero” association and that his skills correspond volunteer task requirements. Foreign citizens can also be volunteers in association.
Volunteerism is a provision of services which an individual voluntary and without payment provides to another person or for a benefit of another person that usually includes direct assistance, that is, in “Sumero” association, that represents a direct work with persons with mental retardation. That represents inclusion of the volunteers in work-creative workshop for persons with mental retardation. But there are other forms of volunteerism which are not directed towards the direct work with persons with mental retardation but are equally valuable, like participation in the organisation of the “Sumero” association, the organisation of the volunteer activities, promotion of the true abilities of the persons with mental retardation, and a promotion of the volunteerism itself, lobbying for changes in society and the change of the public consciousness about persons with mental retardation, writing of projects and working on them, and many other activities.
Many manifestation, activities and projects came into existence and are based strictly on volunteer work.
The volunteer work in “Sumero” association provides gaining of the useful work experience, especially useful for the professional development of students during their studies and afterwards.
Activities in which volunteers can be involved are:

Social monitoring of the beneficiaries in their living spaces;

Free activities of the volunteers and beneficiaries (holidays, field trips);

Traditional volunteer action: “Wake up!”
Additionally, through “Sumero” association, you can get in touch with all organizations and societies from BiH region which work with persons with mental retardation, but also with deferent organizations that work with persons with special needs with whom we cooperate and in that way you can volunteer in other cities in BIH.
Direct supervision of the volunteers' work is in hands of the “Sumero” association Secretary.
Volunteers' work coordination performs a person chosen among the volunteers. Volunteers’ coordinator makes a plan of volunteerism development in “Sumero” association, works on volunteers’ job description defining, on the most effective activation of the volunteers in certain assignments. Documentation management is in hands of the coordinator.
All necessary informations about the volunteer, gained from volunteer's query/form, are sorted in volunteers' database.
“Sumero” association is trying to reward its volunteers in different ways: financially, materially, by participating in seminars and trainings, including them as members of project staff, going on field trips and many other ways.
Currently, the "Sumero" association enables the students of "Druga Gimnazija Sarajevo" to do volunteer work which is a part of the school's program.
- The “Sumero” association Secretary, as association employee in collaboration with “Sumero” volunteers’ work coordinator gives them informations and assignments.
- Coordinator of the “Sumero” volunteers’ teamed with his associates elaborates the engagement and roles of the volunteers (individually, in groups or teams) for certain activities.
- I and II associate of the “Sumero” volunteers’ work coordinator are taking his place when he is absent and discuss with him about activities of the volunteers.
- All volunteers of the “Sumero” association are grouped in bigger or smaller groups depending on their acquaintance, friendship and association.
- Every group has its representative who gives informations (about activities, work of “Sumero” association et cetera), which he gets from “Sumero” volunteers’ work coordinator and his associates, to members of his group.
- Members of the groups are “Sumero” association volunteers who through their representative or directly, through the “Sumero” volunteers’ work coordinator, his associates or “Sumero” association Secretary, are getting informations about work and individual actions of the “Sumero” association.
- All volunteers from volunteer structure of “Sumero” association hierarchy (including ” volunteers’ work coordinator and his associates) have their individual tasks in every activity conducted by “Sumero” association and act accordingly.
- All volunteers from volunteer structure of “Sumero” association hierarchy have right to reject their participation in individual activities, but with reasonable grounds.
- All volunteers from volunteer structure of “Sumero” association hierarchy have right to chose those tasks related to certain activity of “Sumero” association, which correspond with their abilities and possibilities, and decline those which are incompatible.
- All volunteers of “Sumero” association are obligated to write reports about certain activities and their participation and to deliver those in time to volunteers’ work coordinator or their group representative, who will deliver them to “Sumero” association volunteers’ work coordinator.
- All volunteers of “Sumero” association are obligated to declare for how long and in which way they can participate in certain activities- either by their representative or directly to “Sumero” association volunteers’ work coordinator.
- All volunteers are obligated to notify the “Sumero” association volunteers’ work coordinator or their group representative, about any personal data change (phone number, address and similar) and about possible abolition of colaboration.
